It is important to apply for the university you would like to study at even if you haven’t finalised your bursary or loan arrangements. This might only be completed by next year, and then it will be too late to get into the university course you wanted.
So apply for university now - if you are accepted there is no obligation on you to accept the place - and many universities have no application fee.
